They have already scaled down the system AU size by a factor of 10, per this ATV interview with Cherie toward the middle end of the video. And they alluded to possibly further decreasing the system AU size. Example from one test they did, one quantum jump from point a to point b in one system...

I would assume no because that'd be kind of reverse.. but we MIGHT be able to upgrade a token in game with UEC to another hull at some point.. maybe. But if they do away with buybacks and prevent ship buying for release.. then we'd have to own these tokens before hand ofc.
