Just the CPU is having the issue, I ruled out the water cooler since the stock blower fan unit didn't alleviate the problem either.

Assuming that would affect BIOS as well? Even in BIOS the issue is present. I did get a new MOBO today so I will be putting that in and seeing how it reacts in BIOS, worst case if the CPU is bad, I now have the means for a PLEX server lol

Yep, even just did a complete BIOS reset by removing the CMOS and shorting the circuit per Asus support. And the build is new in that it is just a little under a year old, but never abused by overclocking or doing any insane stuff like that.
