The "Fee" is to jump the insurance replacement queue. If you don't want to pay extra, your LTI covers replacement. You just have to wait for the replacement ship to be delivered. I like the system so far. Done it both ways... mostly I'm too cheap to pay the bribe, er, Fee to get my ship...
