Pirates need search and rescue, too. Remember, just 'cause it's on a Cutlass hull doesn't mean it specifically is designed for piracy. The Red is supposed to make a fantastic ship to work with the Hope-class Endeavors as basically a space ambulance.

From what they've said, the variants for any of the ships will be a long time coming. They want/need to get the full functionality of the hull handled first and foremost, before starting to apply variants.
