The Perseus looks like what I had hoped the Constellation would have. It just looks so damned amazing. The Connie just looks goofy, but this looks like an actual ship.

I feel like this goes for any ship. This was my thought as well, a couple dedicated anti-torp turrets and maybe S8 guns. Also the bottom turret moved somewhere else, it looks like it has a bad firing lane. I kinda wish it had two/three massive turrets on the top Battleship style!

Yes, but they won't be awarded until the end so people have a chance to buy them. Just keep them in your hangar and don't sell them until after if you want the skin.
