it's not a console ... it used to be an xml file with your inventory, and what it is now for offline mode I don't know, but it should be relatively easy to find. After that you just need to bring some beer for Owl (or someone else :) ) and ask him to provide you with xml structure of the ship...

I will definitely have freelancer max in-game .. but it hardly requires LTI - the whole concept of the ship is built around ability to run away fast enough :)
