The ships make their most money at the initial sale. I do believe it is all about the money. If it wasn't the game would already be complete, and they wouldn't do concept sales at all.

They sold the X-1, the Ranger, the Storm, the G-12 etc. and made money. Some concept ships are in game others aren't. Either way, CIG sells them and makes money.

If you can't fly a starship, you are unlikely to be able to drive.

When you have a Starship that can maneuver in Atmo, and land where you need it to land, ground vehicles aren't really necessary.
