That's a pretty poor article that references the Star Citizen Subreddit of all places. That place can be an echo chamber of the vocal minority.
I wouldn't put too much stock into Massivelyop, they're not that much better than Kotaku.
What this article fails to point out is that many of the features 'promised' in 3.16 were pushed to 3.16.1 because the devs wanted the backers to enjoy events like Jumptown 2.0 and Ninetails during the holidays with some semblance of stability. Releasing all these features during the holidays would have wrecked all that with nary a dev in sight for hotfixes since they're all on their holidays.
I personally care less about the where the observations come from than whether they’re correct. They did however note which were being kicked back to 3.16.1.
The only fair take away for me is they badly missed their goal. Maybe we should expect this on every release. I’m okay with this. I do think at times though, if they find themselves so unable to come close they should reign in their expectations. How many times have people hoped to see salvage now? Just saying, I’d be fine with fewer goals to see them hit a higher percentage of them.

Do what I do. Prepare to be disappointed every patch. When something good does come along, it's a pleasant surprise.
I've been a backer since 2012 and well....I've since learnt to temper my expectations. Hell I've already come to terms with the possibility that this game will never be released, at least in my lifetime lol.
I'm gonna go fill Read It with complete bollocks and see how much they use in an article:
- Chris Roberts spends backer funds creating a Tour De France competitive cycling team built around the awesome power of a child's plastic wheeled tricycle, places 18th in the final roster.
- $420 million raised (if they miss the opportunity for the meme headline are they even Gamers tho?)
- Banu and Xi'an in game languages found to be recipes for lentil soup when spoken backwards.
