isnt 3.8 the first of the actual staggered cycle? or the start of the benefits of it at least
From what I understand it is the first and had been worked on concurrent to 3.7

if what I heard from citizencon is accurate, they have replaced almost every game asset in 3.8. Station interiors, planets, stuff on the planets, etc. of course it will be a buggy mess. From my understanding, the first patches are ALWAYS a buggy mess.
I would expect a total of 1-3 weeks in Evocati before the first waves...so probably around December 20th or so, with PU release in January.

I'm not in a rush. They can take their time.
My prediction is also "Soon (tm)", but with the caveat of being willing to patiently because we've already seen evidence that Microtech is looking gorgeous so far.
