How to hijack something: the Test Squadron way
That seems like a great way to cause terrible accidents and get sued.
It's mounted on a police cruiser, so they'd be using it to stop someone during a police chase. Wouldn't be much worse than shooting their tires out, using a spike strip to pop all their tires, or using the pit maneuver to spin them out. This looks like it would allow you to just brake and slow them down to a stop.
