I don't think you would be welcome on Leir. The settlement function is for inside the UEE and Leir is not UEE. Also IIUC, they don't like humans and consider us all tainted, and themselves spiritually superior, based upon a cult-like background. Think Jamestown. They're supposed to be all crazy and like that.
I don't intend to own any kind of land at all in regard to making my own settlements or anything, "I just wanna be where the people are" to quote The Little Mermaid. A little apartment/flat on Spider in Cathcart system or as said a bungalow on Bethor Station or perhaps a semi-detached on Leir, in a town or city already built...

As for The Outsiders, thanks for the warning that it is a Cultist organisation... I'll approach with caution and judge for myself, I know from my history classes what kind of propaganda governments cook up when faced with theologies they don't feel match their way of doing things (US/Japan in WW2, Germany/The Jewish community during WW2 etc) the UEE is still fairly war-like off the back of the Messer Era so any group that says "Listen chaps, don't be twats" may, even now, not be 100% approved considering the issue with the Vanduul...

My friend recently had one of their car wheels stolen, but they left the hubcap. Just the one wheel, and the cap was just sat there next to it.

I'd have said "Bravo" to how funny it was if having the weight of the car on the brake disk hadn't warped it and buggered the caliper too. New wheel, new brake, but at least they didn't have to replace the hubcap.

There is a good vid on Leir, but IIRC the official story is that when Leir was terraformed, the guy in charge of that work was there for years, and created a cult-like following where they claimed their work "purifying" the planet had purified his followers as well, and they were then somehow "above" the rest of humanity. This argument was used to pull out of the UEE and take control of a planet the terraforming for which had been paid for by the people they were breaking from. So basically like a socialist revolution, where you blame those who paid out huge funds and effort in order to take it from them. Think of Chavez stealing all Hilton's hotels in Venezuela. This alienated Leir from the UEE and culturally they disdain humans, and generally do not trade with them with the exception that they fly UEE ships.

Which of course makes them a perfect target for legal privateering. In fact I think they are currently holding my Polaris for me.

That reminded me of something that happened quite a few years ago.
A guy (who happened to be from Newfoundland, which just makes it funnier to those in the know) arrives in Toronto. A couple of weeks later, he tries to steal a car that he'd seen parked every day for a week in a nearby parking lot. A just cop walks up to the car and arrests him. Guy asks the cop something like, "How did you know I was trying to steal the car?" Cop just says, "It's mine" - then takes the kid across the street to the community police station where he was the duty officer.

I would be very surprised if there were not some sort of shield generator that was very durable or even virtually impervious to sustained fire from ships that you had to bring down via infiltration (ground teams, rovers, or dragonflies for instance) before you could bring in the big guns. Otherwise all it takes is a flyby from a single Gladiator to completely wreck your entire base.

Which while fun on the giving end, would be extremely extremely annoying on the receiving end.

I'd assume that buildings will be armored to make this tricky not to mention you'll be able to have AA turrets and drones to defend as well as whatever response UEE sends.

People need to put behind them the idea that you'll be able to just blow up whatever or whoever they want in this game going forward.
Bombs and missiles are going to be pricey. Getting blown up by AA defences is going to be pricey and time consuming.

Of course if you have unlimited funds and greifing people is really important to you then you may be able to drop bombs on people for a while until you get bored.

There is going to be risk and reward to your actions.

My thoughts are why is everyone trying to buy some dirt? I can understand miners, but they just want to grab the goods and leave. You guys are talking like you want to set up a farm, put on overalls and go to the hoedown on Friday nights. OK, help yourselves, I came for Star Trek and Privateer, I'll be in space or sleeping in my hangar or an apartment WITH HOT AND COLD RUNNING WATER AND BIG BENNY'S DELIVERY SERVICE. Have fun with Stardew Valley and being a moisture farmer. Maybe you'll get some action when you buy a hot droid from a passing Banu.

On the other hand, I hate it when you play an MMO and do everything and then there is nothing new to try. MMO's that have bunches of stuff seem like they are deeper and more enjoyable.

Honestly, if I can claim stake 4x4km of land with some nice forest, a lake view, nice cottage on it, a dirt track for my Nox and doin' drunk Nox tricks, and a Chris Brown NBC Bounce House out back... man that shit would be king imo

If they allow that, I will buy land.

True, but there's something to be said for having your own little hidey hole where you can stash loot and keep your stuff. I plan on having a sweet pimping asteroid/moon base with an indoor Dragonfly/Nox/X-1 Racetrack for the lolz. And a few hidden fuel dumps/ammo caches are going to be vital in lawless space, hopefully you can hide shit from scanners or install some sort of heavy duty blast door with a password or recognition system to deter people from casually looting it.

Oh yeah, I'm excited about the possibilities but it needs more implementation detail at the moment. I own 1 land claim right now, from my Pioneer purchase, but if it's implemented as a piece of the economy (as is insinuated in the description, but not in any detail) then I will happily buy plenty more. I have owned virtual land in other games, it can be a very lucrative trade tool if it's executed right.
Hopefully we will learn more about it soon. I for one will be using my land claim for industrial use.
