He's a bit like the UK Queen, she gets and official Birthday and a second publicly observed birthday in a month when the weather isn't bad - it's a tradition that has been observed for hundreds of years.
Blind owl is a bit the same, but he gets 52 birthdays a year, one every Saturday, and the reason is his commitment to ensuring Quality Control of the local Alcohol Supply.
In the pursuit of Persistent Quality, one can not let little things like only having one birthday a year get in the way of such an important task.
