Dude is playing on a laptop, which is probably why the framerate dropped. Even on an older system, if he was running desktop level hardware, it probably wouldn't have been as bad.

If only it was time dilation for everyone else and not me so I could actually hit something (I have questionable combat abilities).... Or, like @Han Burgundy said, it could be time dilation so I can drink between shots which probably wouldn't help my combat effectiveness.
Drinking isn't for combat effectiveness! Its for combat recklessness! I'm sure you'd kill a lot more enemies if you just crash into more shit. Straight probability, yo.
Fun fact: It has been scientifically proven that drunk drivers have a higher critical crash survival rate than sober drivers/passengers. The alcohol slows their reaction and loosens them up so they flow more naturally with the impact, avoiding neck and spinal injuries (oddly enough) So drinking and flying is a SAFETY precaution. (But drinking and DRIVING is still for dillholes. Nobody be a dillhole.)
Is thar why I never get seriously hurt when I fall out of my computer chair? Makes sense now. ;)
