I believe that I might have found what he was missing that lead to this happening. He wasn't using the correct thinking cap.

Considering most people don’t have their own forklift, I suspect that was an employee of the marina/storage facility where the boat was. Having seen how some of those employees are way to casual about moving those boats, it does not shock me at all. There are many reasons I would never store a boat on a trailer at a marina. This is mild compared to what I’ve seen.
