I was able to take out my Warlock and my Raven this morning, and EMP appears to be back.
The Warlock is able to fire off an EMP and then needs 60 seconds to charge back up & fire off the next EMP.
The Raven only needs **15 seconds** to charge back up after firing its EMP.
Both ships, the guns work after firing the charge, but the shields do go down. I can see this as a game mechanic where you would most likely have a team of several ships, and the EMP would go in and try to disable as many or all the ships as possible, while the teammates would then destroy the threats and disable any ships they wanted to steal from.
The Raven would still be a big threat 1-on-1.
