A bit late in here, but CIG needs to decide ASAP. Every day they delay on this they are opening themselves to more legal liability, although the idea about anyone suing CIG over this is LOL.
CIG is allowed to refund any purchase at will for any reason. Key word: refund.
AFAIK they have not refunded any of these "oopsie" CCUs. They have also not allowed them to be applied or melted for credit.
According to the TOS signed by the buyer and written by CIG, the buyer has reasonable expectation to use their digital goods and services. This has not happened since they cannot use their digital goods which they purchased above ground through the CIG/RSI owned and maintained digital store.
CIG has not refunded the order, nor allowed the order to go through. In effect, the buyers money is being held hostage in limbo while they deliberate amongst themselves.
An IRL equivalent would be me ordering a GPU from Newegg at a price that is clearly a mistake. In normal cases, Newegg will quickly alert you and refund your transaction, or eat the loss and fulfill it. In this hypothetical case, Newegg would tell me my order is on hold and that I cannot cancel it, nor will they fulfill it until they decide whether they want to or not. That's not how a business works.
