That reminds me... thats the first time i've noticed a targeting reticule around a player (that is not the pilot) before. Has this always been around?

Oh so that was you, lol. It might just show up for passengers on a multi crew ship.. kinda like how once you have been on a crew ship it stays on your hud even after you spawn your own ship. Stuff for us to test next time ;)
