So i've been running SC and other games on a 7? year old PC and decided that an upgrade was in its place.
Do you think these specs would be good enough for MS minesweeper (windowed mode)

Be sure to check RAM compatibility chart for your Motherboard AND the right CPU family, be also sure to have the fastest RAM you can afford, Ryzen CPu really love fast RAM.

Finally I don't tink an 2080TI will provide so much performance compared to the 2070TI, think about it and evaluate if really spend more money on that is a valid option or is better to use those money for an additional SSD, more RAM or a better cooler...

On a more serious note - make sure the RAM is fast enough. 3600 is great, 3200 in a pinch
3200 seems to be the price/performance sweet spot at the moment, while 3600 is the fastest, until it cuts the fclock (IF speed) in half. Past that you'd need to get around 4200-4400MHz, until it'd be faster than the 3600, if I'm remembering it correctly. And even then, the performance difference would be tiny.
Gamers Nexus has a good article on Ryzen 3000-series and RAM speeds: https://www.gamersnexus.net/guides/3508-ryzen-3000-memory-benchmark-best-ram-fclk-uclock-mclock
