Question about criminal actions inside of Test

In a 2 person organization, it would be awkward if one guy were a pirate and the other a lawful citizen and their org wouldn't be pegged as pirate (with a 50% criminal representation).
Exactly.

I strongly suspect that orgs as a whole do not get labeled with any "criminal tag", but rather the individual members within.

I think best solution would be if org would be flagged as criminal if x% of it's members went criminal.
It's an option, but consider this: if that percentage were 20%, for example.
Small org (10 people) - 2 guys go pirate, org is flagged as pirate.
TEST (15k people) - 2999 guys go pirate, org isn't flagged as pirate.

piracy and bounty hunting will both be mostly player-vs-NPC activities

CIG will balance out the rewards so that TEST as an org won't be affected much one way or the other

real players won't risk ships and cargoes in lawless space without insurance

clever players will find a way to game any insurance mechanic the devs implement

CIG won't tolerate massive insurance fraud - it would inflate the in-game economy

so, no cargo insurance, no players hauling in lawless space for pirates to victimize

Did they quote the dev that said this non sense? Or have a link to show this was actually real news? If this is true every org will have to hire a fulltime crew to enforce removing members constantly. Members could become criminals when getting into an altercation with other orgs over resources and missions.

if CIG penalizes me for what my mates have done (which I have no control over) they are effectively killing all orgs with more than a handful of members

I don't believe they want to do that

You would have to do screening process for every member and even that could possible not be enough to prevent one person going rogue. Not to mention that TEST isn't prohibiting pirate gameplay.

I think what is important to take away from that old statement is this:

If you play as a pirate, or if you knowingly enable pirates to operate by trading with them, doing jobs with them, etc, then you yourself are also a pirate even if you never kill someone, rob them or otherwise harm them.

If you usually play with pirates then you are also a pirate.

That being said, as many have pointed out, this is simplistic thinking when applied to large orgs and so the exact mechanics must be worked out.

The intent will likely not change though.

CR had said multiple times that he hates how in other games a pirate can just have an alt and it makes it super easy then to be a pirate. He wants piracy to be hard, and thus more fun and more rewarding.

Do also note that his in game name is "Dread Pirate Roberts" so he's not trying to STOP people from being pirates. Quite to the contrary, he wants to make piracy an engaging way to play the game with some semblance of immersion - e.g. don't just login to your alt, buy stuff and contact it to your pirate without consequence.

I'm not sure they really know how to do that yet, or if they do, they haven't shared it with us as far as I am aware.

Just to be clear, my intention doesn't mean I'm alienating the lawful members of our org, I'll happily fix my reputation if it means helping someone out, I just feel the lawbreaking more closely meets my "fun factor" in the game.

If I get a bigger smile dying to a bounty hunter and losing my ship and cargo than hauling some titanium haul to a refinery in safe space then I'll go for it. I was always drawn to the unpredictable PvP content in games, I just find it much more fun than run of the mill scripted quests with little to no immersion.

I frequent WoW from time to time and my very casual friends have to remind me I'm questing or I end up pvping just for fun.

I can't wait to fight off players trying to capture me when I have a cargo of illegal goods.
