CIG released the dragonfly before they were supposed to. When it first went live it didn't have insurance and was trade-able (see the 2nd screen shot in the post). However within a few minutes of it going live the gift able status was removed and an insurance was applied to it.

I have downloaded it (firefox version) and it works great, if only I found it before I created a complicated spreadsheet to do all this for me. :sweat_smile:
