I believe it was a limited time offer, but try searching the ARK star app and report the duckling’s location through the website, you never know.

I have this feeling down to my spine too... unless CIG missed a real good bump in the ship's card status I fell it will drop to a later 3.11.x patch, like it happened with the Carrack ...

They've already mentioned in a video that it'll most likely be a 3.11.x patch. So we're not really expecting it right at 3.11 release.
Hopefully it's not pushed to 3.12
Just remember that the longer it takes, the better that CIG will do their best to have it turn out, like the 890J & Carrack. So it getting delayed until 3.11.x isn't so bad as it shows they want it to turn out right.
