Well it was explorer/miner in the concept vote but a miner really seems redundant unless they just want more mining ships, I definitely do not need another prospector. A small salvage ship makes sense though since we do not have one and explorer is well covered.

I wouldn't be surprised if they offered modularization for the starters to open up salvage, rather that have a dedicated ship.
