Interesting debate but a bit premature right now IMHO.
For start there should be some non predatory code for TESTies-on-TESTies... but without the proper ORG tool there is no way to recognize a proper TEST member (until they crash the ship into you... but then is too late...). We can use some moniker TAG in the name, but that could be added from anyone and is not reliable.
In a second stance TEST being a multi-purpose ORG will likely need to split itself in some way: if CIG plans remain the same as they've expose them during CCon (and very likely they won't) and ORG could only affiliate to one of the major in-game organization so we'll need some way to grand different member the "bonus" of the affiliation based on the role single player will enjoy... or chose to be affiliated to none and in that case suffer a "penalty" due to the lack of those bonus.
In this scenario we'll need to figure out how piracy, or as NaffNaffBobFace state, a buccaneer career will slot in that organization.
Regardless of any scenario we will encounter I think the main and most important rule should be to "do not be an asshole": right now piracy is in most case equivalent to murderhobos and that's bad, engage in real piracy could be an interesting gameplay for both side IF done "properly" and being appealing to more player due to the add "spiciness" it brings.
