It is doubtful that everyone who has asked to be on the list will be available to actually join a group once this type of group play is enabled. It is still worth noting we currently have 57 people on the list. If 15 of them are available in the same time frame, that is a good sized group. It appears to me 6 players is all you need for a group specializing in easy targets, like unescorted Connies, StarFarers, Crucibles, Carracks, Reclaimers, etc. 12 players with a couple NPCs each could take a Polaris, and that my friends is BIG cash.

There is also the extra-communal, anti-humanist, belligerent fee owed by The Outsiders on Leir, for turning their backs on humanity. Word is they are storing several Polaris in order to pay their fees to the appropriate folks carrying official letters of mark, or maybe unoffical letters.
