Since I wasn't sure if it was the account that caused it or an actual greymarket ship I haven't. I honestly didn't even think it would have been the account since I was still able to sign into it so I've just been waiting to hear back from CIG.
I would wait and see if CIG contacts you about your main account first. Then contact the seller, maybe give it a week or 2, not sure how long really but I also know they are working from home so things may take longer.
I've seen various reasons why you could log in to your 2nd account in various games.
1. The main account was the one they saw the suspicious activity on so it was locked because the seller reported the issue, but the 2nd account is still open and the seller can't log into it because he/she does not have the info for it anymore or it was changed.
2. The company may keep it open to see if any other suspicious activity could happen
They might just keep it open so they can return the ship back to it after their investigation.
Again I have seen various ways players get themselves in bad situations and sometimes in no fault of their own but actual account hacks. I myself learned a lesson on 2 sides before, one being hacked in a game and took 3 weeks to get everything back and my account, and another time a friend convinced me to buy a ton of gold in WoW and got then reported by the seller which lead to a big investigation. I lost the gold, but the whole gold seller website got shut down so it was a bitter sweet victory I guess

Yeah, I really hope the situation is just on my end and I did it to myself. I just wish they would be somewhat responsive. It's coming up on three weeks now and I've heard nothing. I was so tempted to just start a new account just to play as I'm about to go crazy during this stay home order, but I worry that I might make it worse :(

Wait times for responses from CIG vary wildy. Several weeks to answer a ticket is not unheard of, even for Concierge citizens.
That wont happen. I talk from my experience as trader in /r/starcitizen_trades and several other sites. CIG will never take your account from you just because a ship you bought from someone else was claimed back by its original owner. You'll have your account locker for a while, but that's all.
If purchasing an account from the black market was a good idea or not, well... that's an entirelly different question. /r/starcitizen_trades is the safest place for that kind of transactions, you just need to make use of your common sense and purchase from veteran sellers (by veteran I mean someone with several hundreds, or thousands of sales under its belt). That wont eliminate the risk completely, but you'll be 99'99% safe.
Important to remembet that you need more details from CIG to draw conclusions. For example:
Seller A might have sold a "questionable" sabre upgrade to seller B. Seller B sells you an LTI sabre. All 3 accounts get locked after Seller A claims someone illegally gifted an item from their account. You and Seller B did nothing wrong but have accounts while CIG unravels it all.

Any thoughts on if it is a bad idea to create a new account with fresh cash to play until I hopefully get my account issue resolved? I'm missing the verse tremendously and have not really found anything to scratch the itch. I've put a lot of time into X4 foundations and as good as it is, I still feel like I'm missing something. I won't have my caterpillar for space trucking, but at least I can do some box missions and mess around in the verse.

That is fine, you can have as many as you want.
I went ahead and bought a cheap package. Now to work building up or borrow a few ships.
If we're ever on the same server I can always use a dorsal gunner on my Starfarer. That fat bastard is a sitting duck without someone in that top turret. The rear turrets with scatter guns are useless too - scatters are close range. The Starfarer isn't going to be going fast enough backwards or forwards to be able to get in range and of those damned things, a foe just sits far away out of range of the pellets that even if they hit only one or two hit with minimal damage.
Have you thought about replacing the weapons in the rear turrets? With how long it takes for them to overheat and their range, Attritions (minus S1s, Bulldogs are better) make great suppressive fire weapons.
It's a good plan, Alpha though has me put off trying to make and spend money as it's all just the tiniest bit of a pain in the arse when half the mechanics are not present. When I can start making money with the SF by refining fuel I'll definitely deck it out with some more sustainable weaponry.
The ballistic loadout isn't great when you have to throw the ammo out like candy to make any headway against a target. I'm thinking those two rear turrets can have an attrition and an XJ distortion repeater a piece so I can strip shields and give 'em a decent slap on the botty with the limited pew.
