This was something that I was thinking too. Max crew could simply mean how many "duty stations" are available in said ship that can be manned by an NPC or player. LET THE WILD SPECULATION PROCEED!

I stopped playing when the Engineers patch came out. First, they neutered payouts for bounty hunting (which is what I did) and turned everything into a freaking grind-fest. To be honest, the dumb truth is I am not flying because I have no way to grind enough credits to have a rebuy available...
