You can buy the old LTI-Packages on the grey market (same goes for LTI Ships), and you can also buy a cheap concept sale Ship and use it to upgrade to a different one, keeping the LTI from the original.

I voted no, altough I don't think it's really a bad idea. The main reason I voted no is because such trainings tend to be rather artificial and unrelated to what we will mostly see in the PU also, training inside the PU would allow us further progress.
