Get that bounty so huge there is no safe harbour from the unrelenting storm of players chasing them down. Even fellow pirates and their stations begin to eye their former comrades with a glint in their eye. Done right, with enough incentive, all you need is an ever-escalating bounty system. Problem is making it so you can't abuse it to get rich, that's the real issue.
if the devs inject large amounts of Credits as bounties

you have a large amount of Credits chasing a limited supply of goods

A.K.A. Inflation, making it harder for noobs to get started in the game

more than one MMO has died due to inflation of in-game currency

managing the in-game economy is hard

you need to balance 'sinks' which remove credits with the 'fountains' that add credits

I don't think he's talking about standard economy. He's noting that in a careless iteration of big bounty offerings for players, the targets themselves can cash in by having their friends off them with a single shot to the head, and later collect the bounty themselves. Same trouble as with players stealing other players' ships, but one that does not have the same solution. Prison is a kind of solution, but what does this mean? An outlaw gets 1 24-hour day in lock up for each million in bounty they've earned? So some players cannot play the game for days at a time, unless they break out of jail? That seems overly punishing to players who don't run alts, but perhaps its still the best solution; and CIG wants players to run alts as this means more sales.
