To this day I still recommend a 212+ for just about every application barring a X platform (X99 ect). A h80/100 will cool better yea, but you need to be able to need the cooling potential. Most chips will not pump enough heat out to demand that kind of cooling. A $20 212+ will work just as well for most users as a $80 h100.Some advice: Most good air coolers will cool better than a cheap water cooler kit like the Corsair H-series. Water coolers are not cost-effective because you need to get a fairly expensive setup to do better than a high-end air cooler, they are only good for extreme overclocking.
Examples: NH-D15 or similar, Zalman CNPS-9900 MAX.

As an OC addict the H coolers are quieter as well as cooler I will admit. It comes down to diminishing returns as you go to more extreme cooling. Nobody needs to run my custom water to play SC. Massive overkill. Comes down to preference, sound and cost.
