I think the trade division should be separated into subsections for legal and illegal products. For ease of reference, we could color code them "Yellow Market" for the legit businessmen and "Black Market" for those involved with shadier dealings.
Illegal products are the province of the outlaw group, which will be dealt with on its own; we have no idea if we want to make it an "outlaw division" or an "outlaw organization". There are simply too many unknowns involved right now to even think about how to manage that side of things.

In the end we may end up just letting people do as they like without any real structure to it, for illegal activities.
