So, I've taken the time to gather all of the current known squad proposals and compiled it into a list in a different thread, and I'm going to mirror it here and the list will be maintained here. This will serve as an important resource to make certain our dear old TEST Squadron does not become bloated with redundant squadrons.
Before starting any new threads about starting a squad with your ideas, please check this list. I don't know what Montoya and the others have in mind, but I'm pretty certain we do not want redundant squads to create unnecessary problems within the organization.
Regarding Leadership of the Squads
Currently, the people who have proposed these squads will not necessarily become the actual leaders of these squads, but if they prove to be qualified for the job, they could very well become a leader. Here in TEST, we operate on a mutual-benefit basis (ex. volunteers), and those who prove themselves to be capable at their jobs will naturally have TEST members gravitate towards them. This is how leadership will likely shake out - organically.
Also, please bear in mind that none of these squads are officially established yet, and will not be established until the Persistent Universe has begun in the late phase of Alpha or the start of the actual PU Beta. These squads are merely being sounded out on the forums for interest, feedback, and refinement.
We've got a whole year and a half before we can actually sink our teeth into the whole of Star Citizen. :)
